RE: Chord up-samples?

That's a good point and why I put 'create' in quotes. What is the interpolating filter really doing? It's outputting sample values *as if we had sampled the original signal at the new higher rate in the first place*, at least in the ideal case. In reality, there will be inaccuracies because of filter design.
