The only thing I can think of is for him to try a BRAND NEW TOSLINK cable of good quality no longer than 1-Meter for test purposes. Be sure the cable is FULLY seated at both ends.
Have you ever tried this DAC with Optical TOSLINK before you sold it? It is possible that it never worked right, or it just broke in shiping or at it's new home. No telling really.
