Although you could lift the lid on your player to clean the laser, the cleaning disc you've used should have done a good enough job to eliminate your problem if it were just a dirty lens.

The problem you're having however sounds like a failure of the lens to read the data so if the laser isn't dirty it could have become slightly misaligned. If your CD spins OK sometimes I'd say it's definitely the case that your transport is fine, but the laser sometimes isn't recognising/picking up the data on the CD so the command to play isn't being made; I'm only guessing here by the way so don't take it as read I'm right. :0)
