Well, I am no electrical engineer, but I think that the issue with digital volume control is that the volume of a digital stream is encoded in the stream itself. To change the volume, you would have to alter the digital bitstream. I would guess that this will impact the nature of the sound that you end up hearing, not just the volume (level) of it. There are digital volume controls. Some work by eliminating bits. It works, but attenuating the level means eliminating some of the signal as well. Thus, you will not see this type of digital volume controls on serious hifi gear. To avoid this problem, level adjustments of digital sources are usually performed before digitization or after analog conversion.
