No. Audition, Barbabatch, r8Brain Free, ... compared to most they are pretty neat. And $250 Mac soft Wave Editor contains the iZotope SRC. (Should I buy a Mac now?)

Have a look at the Weiss and the Z-Systems. Don't know about Weiss, but the Z uses a Crystal SRC chip. As you see, many software solutions are much worse. Just bad bad filter design and coding.
