I bought components to make a DIY tonearm cable a little while ago. One day I will get around to making it.
At US prices, IIRC, mogami wire is ~ $1/ft so you need about $6 worth of cable. Now the tricky part - 5 pin SME tone-arm connectors run about $50. And then the connectors on the other end $5 each? So the parts cost is more than your budget. Let's say a small scale supplier can buy in sufficient quantities to get everything for $50 then add on 50% margin for them and you're looking at $100 for a finished cable. Try a search and see what you can find. I've seen the name Van Damme associated with low priced cables.
I bought my 5-pin connector from Zavfino and they have some finished tonearm cables in the $100 range. And cable from the east can be much lower in price.
