TG Audio HSR speaker cable jacket/cladding shrinkback

After our latest (LAST!!) move, the jacket/insulation around the bare silver wire of our TG Audio HSRs looks like it's pulled back from the spades on both ends!

Any ideas what could have caused this?
Does anyone know what the jacket is made of?
