Minimum power cord length is usually determined by specific noise reduction features of particular power cord designs (such as those from Van den Hul). In the case of typical power cords without noise reduction features (not to be confused with shielding), I don't know of any evidence that has established an utter maximum length. However, the longest power cord I use is for a subwoofer application that's 9 foot. Personally, I would not consider a power cord that's longer than 10 foot (3m) for any application, but that's sheer opinion on my part. That said, most advice recommends that power cords be short enough to be tidily placed within a system, but not so short that one comes to regret it if longer lengths become necessary down the road.
