Cable b may have sonic characteristics that complement the effects of cable a. Cable a can pass on that better characteristic instead of compounding the cable a weaknesses by using two of them. Reviewers and audiophiles experience this regularly when they change one cable in their system to analyze the sonic contribution of that new cable. You rarely want to change more than one cable at a time if you want to truly assess the sonics of that cable and ascertain whether the new cable is a synergistic match for your system and listening tastes.
