It is perfectly legal and safe to use double-insulation instead of the safety-earth grounding scheme for audio (and most other household) gear. I'm not familiar with all of it, but I know of a few audio components that have three-pin IEC power inlets but that are double-insulated. The ground pin of the IEC inlet connector is not used internally.A two-wire power cord would work with such gear and not compromise the safety of the user. It would have an advantage over the typical three-wire cords in that there would be no unterminated ground wire to interact with the AC power wires. Two-wire audio equipment in general has an advantage in that it avoids any noise that may be present on the house's safety-earth wiring.
Perhaps this is why the cord was made: I don't know, I'm just guessing. Be sure the person who buys it from you understands the application.
