Paul: my experience has been that starting at the source and working toward the amp usually yields good results. That said you really need to experiment with cords at all locations as there are surprises at times. You will soon find that you want upgraded cords at all of your components.
Regarding the surge protector you will have to experiment in order to know. You might also want to build a new cord for the surge protector/outlet.
Re the Belden 80803 I can not comment as I have not used it. You can contact the local audio groups to find the best supplier in your area.
Re connectors I do know some folks down under of the audiophile breed who use extension boxes fitted with american duplex recepticals so that they can use a wide variety of available cord sets. That is probably not to code so you should check. Marinco are good cost effective plugs that sound good. None of these plugs allow for solder connection they are all designed for compression connection of stranded wire not solid core. Re the ferrite clamps well they are very inexpensive and you will learn more by simply buying a couple and listeninng for yourself. Some like them some do not. If you are in the Perth area send me a PM. Best regards Moray James.
