I don't think it's a paint issue so much as it is that the previous generation Mazda 3 had places around the rear wheel well where road dirt collected. It's up to the owner to flush all that out when they wash the car but most people don't bother. Really, the probably don't know to do it.
If you don't make sure the wheel arches are clean, they'll rust from inside the wheel well through to the car's outer skin.
