Goober I think you may be incorrect on that. What I remember is that the Taliban were willing to give him up to another Mideast country and or they needed a good reason based on Islamic Law. Something along those lines. I don't remember them requiring rightful government status. Anyhow, they were no fans of OBL, I can tell you that!
