from the tuner you probably need to consider having some work done on it.
Sure Kenwood makes great tuners and have for decades but the 4007 is so old (1974) and the 23 the last of the HK Citation line (1987) and top of the line it should out perform the Kenwood.
Do you get distortion on other stations with the 23? Did you change anything in the antenna system of the tuner settings, Mono instead of stereo or the fine tuning?
If no changes I'm thinking the 23 needs to see a tuner specialist.
