...in your case it looks like it's to the chimney, so the mast which the antenna is connected to has to be the one which rotates.
I went with a 5-foot tripod instead of a 3-foot model, to gain a bit of extra height. I looked into longer masts, but there's recommended guidelines about when guy-wiring starts to become necessary, and I wasn't anxious to start dealing with all that.
That's too bad that you've got that building obstructing you, but it appears that you'd need a free-standing tower to crest it.
