You have to make sure the driver tube can supply enough signal voltage to drive the output tubes. If you set your bias voltage for the output pair at -40v and need a 70 volt signal for full power into the tube, you will be making your driver try to push Class A2, which it clearly can't do.
Designing an amp needs more than just output tube current setting.
