You're talking about a demagnetizer. It does not clean your tapeheads. I have one and it effectively demagnetizes the tapehead.
You still have to go back and clean the heads and capspan. A little isopropyl alchohol on a q-tip should do the trick.

I have one (had for um.. decades) but it's not for sale.
A place called Innovative Audio in Delta BC, Canada might have one as they have a lot of old equipment for sale. I saw a discwasher record cleaner brush there once.
