You should put a fully loaded 10" reel on the left. Don't connect it to a reel on the right. Don't run tape through the headblock or tape guides - just a fully loaded reel on the supply side. If you have to bypass a "no tape" sensor, cover it. Once ready, hit "Rewind".
If the reel spins as you think it normally should, then we know the issue isn't with the torque of the motor, but rather with the back-tension of the right reel motor/logic/braking/etc.
Does the machine have a switch for 10-1/2" versus 7" reels?
