My own experience with a Windows 10 computer is that the sampling rate is determined by the driver used by the dac. If you go to Settings>Devices>Sound>Other Device Properties>Advanced, you should get a drop down window that will enable you to select different sampling rates. You have to have your dac connected to the computer while doing this. My dac enables me to play back Spotify at 24/192k. However, discs ripped and played back through jriver sound better.
