If it happens often enough to be annoying, I would worry. Get it fixed.

I'm not certain but it sounds like a case of an over complicated turn-ON method, possibly involving a microprocessor and software. Some things are better served by a simple RC time constant IMHO.If it happens often enough to be annoying, I would worry. Get it fixed.
