a weasel-phrase for when you cant legally say "Made in USA" and don't want to say "It all comes from China". "Assembled" simply means you put the last bit of parts together. Assemble the box, insert boards and PS, and bam! Its Hand Assembled! Safest, and best way, to get it to the US intact tho.
Now, does that mean it can't be a good amp? Of course not, it could be a wonderful performer. If it is a copy of the original Stasis design, and faithful to the design, it can be a lovely amplifier. But if you want that, at least consider finding a nice used Nakamichi PA-7 or PA-5 Stasis amp. Often can be had cheap. Worst case, they might need new power caps.
The following is a take on the Nak amps http://www.adventuresinhifiaudio.com/14/10/2010/hps-vintage-review-3-the-nakamichi-ca-5eiipa-5e-and-the-st-7-fm-tuner-in-passing/
