Matching a tube pre-amp for the Rogue ST90

Hi all,
I currently own the Rogue Tempest II integrated amp. The Tempest II can be transformed to the ST90 by moving a jumper (the Tempest II has a passive pre stage).
I would like add an active tube pre. My budget is around 3-4K and s/h is definitely an option, BUT, due to the fact that I don't live in the states my options are limited :(...
Suggestions ?
