Those should be the older 3-wire panels. One wire for the front stator, another wire for the rear stator, and the third wire for the panel bias.

It's hard to tell from the pic, but it looks like all the panel wires are connected to those 3-way bananas, and I assume all the panels are correctly wired to those bananas. Is it possible one speaker has it's front/rear stator connections to the interface reversed from the other speaker? It's possible they're canceling each other out. Would be a simple matter to reverse the connection on one speaker and see.
