I forget what that fastener is called, but it's essentially a 'one way' fastener that is easy to push into place, difficult to remove.
You will have to use a small screwdriver to insert into it, and maybe some small needle nose pliers or forceps to bend it away from the plastic bulb holder. Either that or use a dremel to cut it away

Ah - I think I understand. So to install the bulb, the whole bulb assembly (plastic tube + bulb + lens + bezel) is pushed down from the top and locks into place?
Update: success! Now I just need to remove the serial number plate. Presumably the rivets need to be drilled out. Then I'll be ready to strip off the paint!

the bezel (securing piece) is installed on the wire end before wires are soldered in place and after the bulb assembly is inserted into the frame. They should have similar pieces at a good hardware store if you have to ruin the bezel. Good luck
