The Russian MBGO caps (30uF 160V) have fastening plates / strips on the bottom of the cap that are used to secure the cap. I don't want those plates /strips and would like to remove them while keeping the integrity of the cap's container. Any one out there have experience removing these fastener plates and if so, what is the best method without compromising the cap's container.

Thanks for any input.

That's the approach least likely to damage the case itself, IMO.

The best way IMO would be to run an end mill across the strips where they're spot welded to the case. They'll fall off with virtually no damage to the case, other than the need to repaint.

If you check really close you might see the spot welds or maybe it is welded on the intersection of the base and the body. But you might need to remove the paint to see the welds. If you find the welds you could cut or grind them out and the base plate should come off. That is a lot of work compared to cutting off the mounting tabs and then grinding the cut to make it nice.
