Pioneer CT-F9191 won't play

I have a ct-f9191 that was working fine, but the belts were pretty ragged so I installed new ones. After putting it back together the deck won't play. It will not rew/ff either. Neither solenoid is activating. The play solenoid is supposed to lift the transport to start the tape moving. The rew/ff solenoid moves the clutch to engage one or the other spindle depending on whether you press ff or rew. All of the fuses are good, and all wire connections are fine. Tape sensor switch is also functional.

 I fixed it, found a broken wire on a winding post.
