but the Bengals are the graveyard of quarterbacks. That team has had so many good to great QBs over the last half century but the Brown family will never spend what it takes to surround the guy with the right players.

you can open the sports pages in any city and read the same thing about their team ... along the lines of how 'if you don't like the weather just wait a minute it will change' is said in every city

Revenue sharing for one thing. Seems to me, all the owners want to win. They just have varying levels of competence.
Mike Brown is the exception, and the Bengals are the Pittsburgh Pirates of the NFL. Striving for mediocrity.
