 You're welcome, and I work for the government, those were changed out for the Super Bowl along with the concrete enclosures they sat on for security purposes. The new waste receptacles are transparent bags over a wire frame and less dangerous if a bomb is placed inside or so we were told.
The door propped open in the background is like that 24/7 365 unless I close it, only to find it open not long after. There's a gas heater inside just above that door that runs from late October through early March every year I've been there.

All the light switches have little stickers saying "conserve energy turn off when not in use".
