I am dialing in my horn set up. I am using a 50 ohm pot to get the mid driver level correct with the woofer. I think I have it about it needs to be. When I take the meter readings off the pot I get about 40 & 7 ohms. The driver load is 15 ohms.

My question is can I use a single resistor, in series, to replace the pot? What value would it be?

You should be using an LPad, not a pot. A pot cannot present the crossover with the load it should see to function correctly.

Agree with Bill, if your crossover was made for a 16 ohm
woofer, get a 16 ohm L-pad. They come in 4, 8, or 16 ohms.

at reasonable prices? If one is to leave in the L-pad permanently.

LPads are purely resistive, they don't audibly affect the sound.

are usually better made / more durable than the dinky cheap ones. I've had good results with the 50W and 100W models from Parts Express, even though 15W would be adequate for most tweeter circuits.

Helpful hint: always install a rotary L-pad in a mounting cup set into the back panel, so you can access it from outside the cabinet when it eventually gets oxidized and sputty. A shot of DeOxit into the coils will set it right for another 10 years. If you sweep it back and forth a couple dozen times every few weeks, the oxidation may never build up.
