There are many that believe the Rega OEM arms are subtly different than Rega badged arms. It is a controversial issue but references to the differences have appeared in print. The differences primarily concern bearing tolerances. HiFi World published a comparison review of several Rega arms, Rega badged, Moth badged and modified. In their estimation the Moth arm was noticeably inferior to the ostensibly similar Rega badged version. Several years later, HiFi+ published an interview with a principal of Rega who stated that there were in fact slight differences between what Rega sold out the front door with there name on the box and what was sold out the back door as OEM. OEM arms do respond very well to tweaks and upgrades and represent a cheaper baseline to start from. Food for thought

It is important to note that often the companies that rebadge Rega arms do have the same quality wiring or the nicer counterweights that a Rega-badged arm will have.

Moth Marketing (aka British Audio Online), sell OEM versions of the Rega arms, which they re-brand as 'Moth'. To all intents and purposes, these are identical to the Rega versions.
They also have Rega-trained staff who can rewire the arms. They sell and install the Incognito kits, and will also restore the stock wiring if it's been damaged, I believe.
Otherwise, the two companies are entirely separate. Moth sell a very wide range of equipment, and make some of their own, notably record-cleaning machines. They offer other manufacturer's tonearms too, and in fact I bought an Origin Live Onyx from them earlier this year.

I am still curious though as to why Rega would supply them with their top arm and not keep the best for themselves.

I suspect Rega prefer to leave the marketing of their arms as separate items in the hands of others, focusing on their decks as packages (ideally with a Rega cartridge too).
Of course, with new arms like the RB303, which is apparently in short supply, Rega's own RP3 and RP6 surely take precedence. The RB1000 must be similar, as it can only be made in small quantities, and Rega were recently having trouble producing enough for the P9, let alone the external market.
