So, first thing I'll say is that they are both good tubes. The second thing I'll say is I have a decided predilection for the tone of the JJ's. I use a pair of their 803s in the phono and another pair in the line of my CAT SL1 Renaissance. The JJ's present a more neutral overall tonal picture to my ear than the GL's. The Russian tubes seem to have a darker, less open sound in the CAT. I suspect that in a different application, maybe where you wanted to tame an overly bright sounding system, the GL's would be my choice. The JJs don't cost that much, so why not give them a spin? As SETDude said, buy them from someone who will do proper testing and spend a couple of extra dollars to have them selected for low noise/microphonics.
Follow Ups:
the JJ isnīt a frame grid tube - right?

I don't believe they are, but then I've not taken one apart and I've never seen a reference to such in any of the sparse technical descriptions of their 803s.
the anode housing of frame grid ECCs is typical. the JJ anode housing is typical for "normal", not framed grids. so it will surely not perform as frame grid type. but if you like the JJ it is absolutely ok...

Having mx110 from the 90's,if you won't go nos ,is better a well
selected jj ecc 83s .
If you want to go Nos route :ge 7025 ,Tungsram ecc83,Tfk ecc 83.
Mullards are way too soft for mx110.
Avoid Wa ,Wc etc ...they will sound dull
