I noticed that when I turn my amp on the 5R4GY will flash at start up. There is no popping or other weird sounds and the amp plays fine. But is this ok ? Thanks.

I have experienced the same issue in a properly designed circuit. After replacing the tube with a new tube the arcing issue goes away.
At times an input capacitor that is higher in capacitance than recommended by the tube manufacture can cause arcing too. I believe the 5R4 is rated for a maximum of 20uF.
If your PS is an input choke type, placing a .2uF oil or film cap on the inbetween the rectifier and choke will reduce the large start up spike and the arc at start up in the rectifier tube will stop. I would recommend a .2uf capacitor voltage rating at lease 3x the operating voltage.
