This ebay's seller is a crook.
I bought 4 * 6C33C-B tubes from him for $165 including shipping. I received the tubes after a month. When I tried the tubes none of the them worked, and they damaged my amplifier (Fortunately it was a minor damage that I was able to repair myself).
I sent him an email asking for an address to ship the tubes back and for him to refund me once he received the tubes back. He objected, and I then opened an ebay resolution case. Right after I opened the case, the seller sent me an email accepting my original proposition to refund me once he received the tubes back from me.
I spent an additional $43 to ship the tubes back, and I got confirmation from the post office and the seller that he/she received the tubes in good condition, but not only I never got a refund from him but he is no longer responding to my emails anymore and I never heard from him since.
Due to the amount of time it took for him to ship the item to me and for me to ship it back to Russia, ebay has closed the resolution case before the seller can refund me and before I can leave a bad feedback for him. I called both ebay and Paypal asking for help since that ebay auction had both the ebay and Paypal buyer's protection seals on it, both Ebay and Paypal told me that the time has expired for them to refund or to take any action against the seller.
Now, not only he has the tubes that he will probably try to sell to another buyer, I lost $208 in the process.

I confess I was concerned when I saw this thread the day after I placed my order. But the tubes arrived today -- about 3 weeks from that day -- and I have nothing but praise for Siberian Shop.
As to Coner's post, I've bought tubes and other stuff from Ukraine, Bulgaria, France, U.K., Germany, Taiwan, China, and Hong Kong. And now Russia. Without incident or problem. Just don't get me started on ... Philadelphia :-)

I have been screwed so many times going out of time. Moral to the story always escalate If in doubt escalate! leave neg feedback too and say when its resolved I will retract.Never been screwed by a Russian. Always got as good or better then described.
if you paid with a credit card call the credit card company and ask them to reverse the charge to PayPal. They will oblige.
I find it abhorant that Ebay closed out the dispute before it was resolved. WTF! They definitely should have done more and saw to it you were made whole
I called Ebay, and asked them to re-open the case, but they said no, I should have escalated the case before the expiration date. Once the date limit expired, then they said there is nothing else they can do.
The thing is I was unaware of a couple steps in the Ebay's resolution process.
Ok, so let's say you are outside their expiration date and there is "nothing" they can do. It does not change the fact that the active eBay seller defrauded customer who purchased product through the eBay services. Are they condoning Seller's behavior, are they ignoring it. Is it they policy to ignore Seller (or Buyer) fraud as long as it's outside of their "expiration" period? Those are the questions you should be asking. And not to the first person who picks up the phone at eBay, but the supervisor who has power to actually implement any action. That's who you should be talking to.
I fully agree. Take the dispute back to eBay/PayPal and take no for an answer. They cannot close your case, if seller procrastinated on purpose to go beyond buyer protection period. If you communicated problem and sent the items back all within reasonable timeframe, I cannot see how PayPal has moral right to drop the buyer who was wronged. If seller is still active, PayPal can freeze his assets and use money to refund you. If your story is complete as you stated, than I would definitely light the fire under PayPal butt. Forget the Russian, he already shown to have no ethics, and have nothing to loose. PayPal on the other hand will cave. Also, if you used credit card to fund PayPal transaction, you can contact your credit card to dispute.
I know it feels terrible to get ripped off from an unscrupulous seller but I have to wonder about
the wisdom of buying from a seller in Russia or any eastern block country for that matter. I think the likelihood of a completing a satisfactory transaction is very doubtful.
you need to buy from a 100 percent positive seller who has thousands of transactions and use a credit card to pay PayPal. I have ordered from Ukraine and been very happy but they are always 100 percent positive and no negative feedback
I had ordered from them couple years ago had to call credit card company because the tubes were never shipped. Moral only buy from international with 100 percent feedback and many many transactions.
