I have purchased a license for the product. all of the setting are saved in a *.cps file. Each time I change albums I have to load the saved settings. I was thinking the program would do that automatically.

that does seem like a reasonable thing for the program to do.
AFAIK, Presto is the guru on things like console, so try getting in touch with him and see what he says.

Try to run Console project standalone, before cPlay, and leave it running. Use cPlay with no VST filter.
Console will work as a VST host and pass the signal received from cPlay.
