That looks tough on the arms, wrists? Ignorance here, I don't see that many racing rigs nor know serious riders.
Follow Ups:
I am in pretty good shape, I also have a long reach. My road bikes are setup very much like the one pictured.
My top bar height is usually 2"- 3" below my seat height and it feels very "aero" and comfortable when I'm hammering down the flats. Or on climbs too, for that matter.
When the bars are lower than the seat you have instant feedback tension, from legs to torso to arms, when mashing the pedals. This "feedback loop" helps you put more power into the pedal stroke more easily.
My first reaction too! Easily fixable. Even a pro wouldn't ride it set up like that. Great bike though. Have fun with it!!!!
Time for a Fit Kit?
Too much is never enough
I haven't adjusted the seat bar yet but it will definitely come down some.
yeah I'm scratching my head on that one too, what REALLY blows my mind is the previous owner is shorter than I am!
I'm not too crazy about the tires either, I'm gonna look at some thinner, faster ones over the weekend.
The frame size looks comparable to your Fuji, but LeMond are noted for being a little "stretched out" in their geometry - longer top tube than seat tube -
The head tube is slightly weird too - the extension on the top of it is quite tall. This might be a design response to the cracked headtubes that Litespeed were plagued with for a few years in the early 2000's.
So even if you slam the stem, it won't be really slammed - This is something you really only see today in touring frames.
Tyres - definitely replace them if they are a bit aged!
I'd go with 25mm (if they fit on the back). Just as fast as 23mm and can run at slightly lower pressure for a little better vibration damping.

good to know, thanks!
or just rode with his seat to high? Hello knee problems! Looks to be about a 56 cm frame? Hard to tell with modern bikes. That's the size I used to ride, now I have moved up to a 58 cm.
I ride with a much lower seat height that 30-40 years ago. Bar tops flat and higher as well. Larger bike helps with that.
What's wrong with the tires. I ride on 25C tires (Continental 4 Seasons because who needs flats?) with no problems. Good enough for Paris Roubaix, good enough for me. ;-)
I may have jumped the gun on the tires since I haven't actually put any miles on them, but from a visual standpoint they're kind of 'rounded out' and not 'V' shaped but I could simply be showing my age with these new type of tires out.
I actually have been considering going tubeless but the cost for the rims and tires would be more than what I paid for the bike!
