Federal also has: Judicial branch. Legislative branch.Federal agencies? Do they mostly work? Do they mostly fail? Do they get things half right?
States: The quality of government varies widely state by state. Some are good at promoting public welfare. Others degrade the quality of citizens' lives.
Throw county and local city government into the mix. Do you like your local government or not?

Our taxes are high but well worth it. County government provides an entire range of services, including four beautiful public parks.
The problem is not that there is evil in the world, the problem is that there is good. Because otherwise, who would care?

Federal Presidency: Trust some of the time.
Federal Judiciary: Trust most of the time
Federal Legislature: Do not trust.
State Government: California (former residence) - Do not trust. Oregon (current residence) - Trust most of the time.
Local Government: City of Corvallis in Benton County. Almost always trust.

I'd be out visiting those great local wineries, preparing some local lamb dish, hunting for wild mushrooms, or biking along those fantastic side roads. The 2 years I spent there are loaded w/ very fond memories... I knew the elected officials (professional necessity) and they indeed were standup folks (in early 1990s).

President commands Judicial Dept. (Barr a great example). Also the President commands enforcement of agencies' regulations by appointing their heads. Governors, otoh, vary much state-by-state in their powers.
To answer your question only at present: I'm very happy with the current federal situation, not so much with the reactionary one here in KS.
And the CIA, NSA and DOD appear to have their own agendas.

CIA, DOD, & NSA together form a complex beastie that's got its tentacles all over industry and government. No limit to the resources and money these agencies will swallow. These are aggressive and power-hungry federal agencies. Powerful enough to subvert and drain the civilian economy.
Maybe Rod was thinking along the same lines. Maybe not. Just my speculation.
Remember when the DOD wanted to close a lotta military bases in the U.S.? They were blocked by Congress. Same thing happens with some boondoggle weapons. They fail tests, go waaaay over budget but Congress wants them. Why? Jobs for their constituents.
Military bases and weapons plants don't just provide jobs for military personnel and companies that make weapons, they provide jobs for stores/restaurants etc. in the surrounding communities. Close a base and/or weapons plant and the constituents of the senators/reps in those areas lose jobs.
Know of any senators/reps in coal mining country that get elected by running on closing coal mines? Same thing with MIC jobs.
I agree with Eisenhower, but the MIC is so entrenched in our economy that its even tougher to diminish its power than oil companies. Foreign terrorism - now also the threat of right wing domestic terrorism as well as all the cyber attacks we're experiencing - aids the budget and power of agencies like the FBI/NSA/CIA. I don't see anywhere near enough people in Congress who have the balls to take on the MIC, let alone be successful in curtailing its power. In the end, its ordinary voters who are to blame. They elect the people who control the flow of money to the MIC.
You could also throw in J. Edgar Hoover's FBI and Comey's.
