One thing we tend to do in Canada Rick is universal programs - not means tested ones. It tends to diminish the old white male resentment, but nothing can cure it.
...the first emergency/safety-net programs that you will encounter (food, housing, utilities, health-care, even unemployment compensation) are state-based, and the eligibility requirements and benefits available vary dramatically from state-to-state. The same person/family, under the same circumstances, face different eligibility requirements, and would potentially receive dramatically different benefits, depending on which state they reside in. Individual cities/counties (within any given state), have their own potential benefits and requirements to receive them, as well.
This has actually created its own set of issues. "Welfare-shopping" is a big draw to certain states/cities. While most people are willing to re-locate seeking "greener-pastures" for employment opportunities, there are also those willing to re-locate for "better public assistance"--and they do. If you want to work, you more HERE--if you don't, you move THERE.
In a study done last year (2019), in roughly 2/3 of the 50 states, an individual/family is eligible for the equivalent (in public assistance) of a person working a full-time $15/hr job--and public assistance includes health-care, which a job (at that level) would typically not.
Meanwhile, the federally-mandated minimum-wage remains at $7.25/hr. Nothing wrong there?--right?
