Exactly.They did lie a lot about the HP back in the day just to keep the insurance companies happy. A good example of this was the Ford 428SCJ that they put in the Mach 1. Ford was claiming it was 335bhp when the 390 four barrel was 330bhp.The dyno tests were like 446bhp in stock build but that was a mess shoehorning a big block in a Mustang. They had to move the shock towers and beef the suspension up.

I can think of several examples, besides your good one of the Ford 428SCJ.
426 Hemi? 425? Sure
302 Chevy Z-28 motor? More than whatever was advertised, that's for sure.
I wonder how much juice the L88 'Vette engine really had? or some of those monsters put out by the likes of Nickey Chevrolet? (sign of the 'backwards' K)
I'm sure some of the Ford stuff other than the 428 was also under reported. I think it was a GAME at that point.
