Because the author has measured what Amazon is sending... And he says that they are faking it!
The article never says that Amazon sends lossy bit rate.
It says that the Amazon HD app does not bypass the windows mixer, so mixer might be changing the bitrate, either increasing or decreasing depending on how you have set the configs for your windows sound device.
So just set your sound device for 24 x 192 or greater and then you never have to worry about windows mixer decreasing bit rate from what Amazon is sending.
