Paypal says that if the email doesn't open up with the user's name, it isn't one of theirs.
You can report this crap to PayPal by fowarding the bogus email to spoof@paypal.com. I've got that address on my Hotmail account so I send it off to PayPal to worry about with just a few clicks of the mouse.
I don't know if it helps but it hasn't hurt so far.

I must get at least one a week, maybe more...some are so laughably bogus I'd almost save them for a 'hall of shame' or something...they all say things that sound dire, like 'Notice of Limited Account Access,' or 'Security Warning,' and so on. I don't even read them any more.You know...and this is with the spam filter ON - I can't imagine what kind of spurious crap I'm not getting that would be even more bogus.
Never, ever follow a link to a bank or bank like site unless you expected it from some action you initiated (like a password reset), and even then be extremely cautious.
As laughable as the phishing attempts can be, they still catch a few people.
This is the same as all the other phishing email scams. Someone (usually pretending to be your bank) says that your accounts have been compromised and that you need to confirm your account information to protect your account security....They are just doing this to get your personal info!!

Forward it to spoof@paypal.com, and they'll tell you it's a fake.
