Mr Reichert writes about the "experience" of listening to a component. How does it make him feel, what does it inspire him to listen too, where does it direct his attention. I find that more interesting than a basic regurgitation of the manufacturer's ad speak and basic specs, something that many reviewers essentially copy and paste to fill up a review. I think he adds an additional level to the banter in Stereophile, they need him!
Follow Ups:
I agree with all that, but he does tend to go overboard in his praise for some components, and as you point out, he does this in his own unique way. Which I also appreciate, and it's how I evaluate components of my own. But months later when another component is under review, he backtracks or modifies his previous opinion. Nothing wrong with that, but readers just need to understand this, otherwise they might be tempted to purchase a component based on Herb's first impressions.
