Has anyone experimented with power cables with this or any of the Rogue amps? Do they make a difference? I am using the Naim Tibia cable only because it seemed to sound quieter than the stock cable. I'm willing to spend $400 if there's something that really makes a difference....

I have a Cronus Magnum. I've tried several cables with it and like the Kaplan HE MK.2 best. The Triode Wire Labs 10 American also worked well but I've yet to hear the 7+ or 8+, which are likely much better. All run under $400, except for the 7+.

I can assure you that it's possible to select a high performance aftermarket power cord that will really make a difference. I noticed you have a Shunyata Venom 3 power cord. Have you tried it on your Rogue Atlas?
Yes. No real difference. Same for the Nordost Shiva that I also have.
I would suggest trying a VH Audio Flavor 4 power cord (with right of return) as an experiment to confirm or refute a lack of substantial component sensitivity to power cord swaps. If the VH Audio Flavor 4 proves to be a lateral move without notable betterment, it should be a quite telling experience regarding the matter. Ask Chris VH for his recommendation of particular AC connectors for your application, as well as an AC outlet that might provide desirable synergy (if you wish):
