My experience is different. Two man shop designing with similar scale surface mount chips for close to 20 years, all low volume. CAD supports it, contract manufacturing off and onshore build it. Rework is tedious, but the tools help and the tech who has limited vision in one eye can do it. The local contract manufacturing house has assemblers that are even better/faster at it.
With that said, it drives me crazy when I have to debug something. Too easy for an old coot to slip and short something when probing. And have to wear a magnifying visor to do anything.
