It's a Hydraulic Reference with Fluid arm.

But as the legs have been removed from the turntable you
can't see whether it is an early one (Transcriptors Ltd)
or a later one (Michell Engineering Ltd).

And if it is a Michell, it might be the Transrotor-badged
version for import into Germany ;-)
