Most techs charge a flat amount for a fix. They need to be paid for their time. In the case of a blown cap or resistor, the cost of the part is inconsequential and a broken PCB technically has NO parts cost.

As you probably know, before you can quote an estimate, you have to find the problem and be pretty dang sure that that's the only thing wrong. So, in essense, you have to fix it first. Then, when they quote a price that includes his time and the guy says "no", well all the tech's time was for naught.

That's why I got out of the repair business. It's more cost effective to replace a low priced piece than to get it fixed.
