RE: my bias is running away on one side even with the bias backed all the way off on that side!

I'm no technician either but have managed many repairs with resources available here and personal experiences.

Remember to do testing with power off and ideally discharged overnight.

You are correct in saying the capacitor reading that is off may not be the issue. Unless your meter can do an "in circuit" measurement, as well as doing an ESR reading.

Easy work around though. Just unsolder one of the leads of the "bad?" capacitor and test it again. If the reading is now in line with the others, it is not the capacitor, but something else sharing the circuit.

You may as well also check any resistors in the vicinity. OK to do in circuit.

Beyond that, other than checking for bad solder joints, you might have to trouble shoot with a schematic in hand. And that could mean measuring voltages while the unit is on. Only work on a powered unit if you are comfortable with it. Hopefully someone more qualified can chime in and zero in on other things to check.
