The difficulty with 1st order crossovers is that there really aren't drivers with wide enough bandwidth to get flat response and to really end up 1st order. Usually you have to first flatten out the driver with passive crossover parts in order to be able to apply the 1st order crossover often making a first order design as complex as a 4th order design.
