Some DACs actually mute their outputs when switching format or sample rate to avoid pops. Some even use old school muting relays like the Luxman DA-06 I once owned. The relay clicking was a little annoying and that DAC didn't sound all that great anyway.

Additionally, many software players include a feature to roll a few milliseconds of silence between tracks to avoid pops while the DAC gets it's bearings to handle a new format/sample rate.

Roon calls it Resync Delay. Others call it something else.
