Not sure it's called that anymore. Have used it to buy gear from people I trust.
No fees and but one can't have their money back because it is not related to a transaction.
Everything else is questionable even money orders and even if the money clears the bank. Something happens and the bank that 'cleared' it tells your bank, 'sorry it was a forgery' then your bank can take the money back from your account. This can and has happened weeks after the transaction.
Saw a company in Europe lose about $100,000 this way on a phony letter of credit with a company in the old Soviet Union. Money was in his bank account for nearly a month before it disappeared.
When he complained to his bank they accused HIM of attempting to defraud them!
