At what price point are cables really an "upgrade" over stock?

As a comparitive newbie with a still fairly entry level system, I am wondering when it is (dollar-wise) that you have a fair chance in improving your stock cables.
Guys on AA have helped me out re-do my system over the last six months and I am quite pleased with the results. I have neglected any sort of power cord upgrades. I am wondering if I was on a budget of say $150/each (used ala Audiogon) do I stand a reasonable chance on upgrading the cords on my amp (Cary V12r), Pre-amp (AVA T7 EC), and CDP (Rotel 991). It seems that both the Cary and AVA come with pretty hefty cords and it seems dumb to me to spend $100-$150 bucks, and end up with the same stock cord that is on it.
Can anybody give me some names to look at? I am also wondering - on this budget, obviously, I am looking at a budget cable so, generally speaking, is it better to buy an entry-level product from a really high end company or is it better to buy a lower end company's top of the line product? Does that question make sense? In other words, do I go with a cheap Shunyata (sp?) or with a higher level PS Audio given the same amount of $.
